The EU doesn't get a say in tobacco advertising outside of the EU unless it is concerning a country that wants to enter the EU, in which case I think (but I am not sure at all) that they have to conform to a number of EU regulations before they are allowed to enter. Outside the EU, teams are allowed to advertise tobacco on their car. The barcode on the Ferraris, I feel, is still tobacco advertising because everyone will recognise it still as Marlboro. They should just leave it blank, or put Ferrari on there or something, in my opinion.
