Well lets look at the engineering side of the cars as that is something we can all understand. The cars have an over reliance on aero grip. Return the emphasis to mechanical grip, reduce the speed of the cars and reduce braking efficiency would be a start.
Most Tilke circuits are pretty good and on paper offer numerous overtaking opportunities but due to the cars overtaking is far too difficult. It is meant to be difficult but not completely impossible.

It's a Tilke circuit. There is no overtaking on Tilke circuits, only long strings of parade laps.

If there is supposedly no overtaking on Tilke track, explain why I have seen other series use Tilke track and manage to have overtaking? ...

Because these other venues do not run F1 cars. No other racing car on earth has the F1 car's combination of speed and dependence on aerodynamic downforce for cornering grip. That gives them unique capabilities and requirements.
