It'd be an interesting experiment for one race. But I doubt it would be a successful one.
Looking at the race in Barcelona. Race leader Webber overlapped everyone from 9th backwards. Now if he had to overtake half those cars on track, it would be a train. Not some exciting spectacle that creates overtakes like Hakkinen on Schuy at Spa. Fact is that overtaking is still much to difficult for front runners to overtake mid feilders without hastle.
Plus you got to think about it from another perspective. One person might overlap someone with an overtake, and then the person who was behind them on track is now stuck behind the same overlap-ee, creating a huge gap that isn't good racing.
