But according to the FIA they have proof that Renault released Fernando knowing that the wheel could be loose also once the wheel was quite clearly loose they never asked for Fernando to pull over. I think the not pulling over bit is similar to the situation that Vettel was in at Oz when he didn't pull over when he had his damaged car the stewards didn't like that either.
They fined the team though for that and punished them, not the drivers.
There are many methods to do that, but allow the drivers to remain free to race.
What are the FIA going to do? Release Lie-Gate style transmissions? Pfft, I bet we'll see a wheel off in the next few years and nothing will be done bar a fine!

Apart from Pulling over, theres not much more they could of done.
They could have not sent Alonso out until the wheel was attached properly. And if they couldn't attach the wheel properly, then they could have retired him. There was absolutely no need to send him out on the track like that.
Bar the wheel man and maybe one or two surrounding the team wouldn't have known until they released Alonso
