Yes That's true and that's why I'm just saying it all as a what if type thing, but as for Monaco let's face it, it's a very impractical circuit and shouldn't be in F1 from a purely pragmatic standpoint.
I've been suck ing up a lot of unfairness and someday I'll burst and a whhole shitload of unfairness will get on everybody so take cover!
It's about the pits - not enough pit stalls available for more than 26 cars (in Monaco it's even fewer, I believe 22).
First practical answer.
Now, other regs have been made or changed so the track had to make alterations so theoretically what's to stop them just saying hey now it's 28 and the tracks have to comply? Other series have way more pit spots(albeit without garages) and aren't some garages bigger than others just to spoil the big points haul teams? Just theory, just saying, not saying it can or shold be done.
Many tracks are already struggling financially as it is, so that's one reason why there won't be more pits. Monaco's pit lane is very crammed already and given the circumstances, there's simply no space to add more pits. Yes, the bigger (better) teams have way bigger garages and space for their huge hospitality centers - life's unfair, suck it up!
