The no-refuelling during the Safety Car is a very sensible rule in that it reduces the possibility of exactly what happened at Canada... as soon as the SC comes in, everyone rushes and races WITHIN the pit lane to refuel and lose as little race/track position as possible.
But what happens to the guys still on the track behind the SC at reduced speeds? they won't be able to benefit for this situation and even worse, might get to drive by the pit exit while the train comes out. Also remember that around the pits there's much non-driving personnel in high risk possitions... so the pits should be made as safe as possible.
The pit lane should be opened for refuelling to those cars who HAVE to refuel on the lap the SC comes out. Otherwise, it becomes crazy. How can the FIA do it? I don't know, its difficult, maybe the teams can submit their "fuel" data to race control to prove they have less than a lap of fuel less or whatever...
