why would Toro Rosso want to go there?

They're not too happy with Renault. So they speculate that Honda will finally get it right with Mario Ilien's help and then Red Bull could get rid of their unloved TAG Heuer Renault engines and drive Honda power.

It's not really a gamble for Red Bull since the junior team Toro Rosso is just that, a junior team - so it doesn't matter that much whether they have the best engine. So, they keep the known Renault and take on unknown quantity Honda with Toro Rosso as a test bed. Pretty smart move.
