I added Lewis' best sectors together and it puts him at a 38.5. Bottas was 0.2 faster in the middle sector but Lewis was 0.3 ahead of everybody else in the first sector and 0.2 ahead in the last.

Also considering the soft tyre takes a good few laps to get to optimum and the fact that Lewis only did 2 laps on them could suggest he has even more time.

Also Chilton is also taking a gearbox change and Pastor has 5 places after he failed to serve the full extent of his engine penalty at Suzuka.

Then Nico finds his feet but he's got some time to make up. Lewis seems to have that 1/4 of a second on Nico. Nico is losing most his time in the first sector, he's always 0.2 down there and loses a little bit more in the middle sector and they are identical in the final sector.
