I think this is BBC reading between the lines. Nowhere in the quotes do they come out and say "We might need to sacka driver at the end of the year."
Found it. Here it is.

What do you guys think this means in practise? Its the public version of the private punishment they gave Nico. The Merc brand are repairing the recent damage by telling us that they are willing to do what it takes to keep upholding the values they feel merc should be associated with.
Rosberg is the only one who has not raced cleanly, and he's done so more than once, to the point that Mercedes fined him an undisclosed six figure fine which they gave to charity for his offence at Spa. Lauda has also said this week that. Lewis was completely blameless in the Spa incident yet has lost 19 points to Rosberg.
Yet Rosberg has just signed a multi year deal and Lewis has a year and a half left on his. Do you think there is a get out clause in the drivers contracts whereby if they deliberately break the rules their contact may become void?
Interested to hear your thoughts? Are they serious? Is it a message to Rosberg that he cannot keep cheating?

It's also a draconian stance over a minor incident that Mercedes could have avoided with better driver management.
