I would not believe that! it's a 750 Bhp max so I'd be floored if any team didn't hit the max horsepower number but trailed in the other aspects of the engine's driveability.
Its not a given because of the fuel flow restrictions plus the need to make an engine last more races. Compared to the current V8, the V6 without the turbo and heat recovery would probably be drastically reduced output just to get started
It makes sense that there could be such a variance due to the apparent flexibility in how to go about harvesting heat as well as exhaust and using them to help with lag or not etc
I wonder how long Merc would have the advantage for and if the engines would be homologated downwards if the others cant catch up
