It was the council at their finest I'm afraid. They claimed that the markings are aimed at cyclists and insisted they are meant to be there despite that particular pavement not being a designated pedestrain and cycle path!

I used to cycle the canal towpath to work which was a cycleway, because of incidents with dog walkers (it's illegal to let a dog off the lead on a cycleway) they put a 6mph limit on the path but no signs to keep dogs on leads, the joggers regularly broke the limit and no matter what speed you did some people still let their dogs run about free in front of bikes. They also put on ridiculous speed bumps and slalom gates although they had to come back to change the speed bumps because people with pushchairs couldn't get over them.

Why? It just looks like it's broken like the suspension's collapsed, performance wise it is broken, and it must be a total nightmare and so stressful to drive anywhere.
