So I am gathering it's ok to complain about Pirellis lack of durability but not ok to complain about their operating window?

They should and the shouldn't. They need to know how the tyres will work is a situation that is as close as possible to that of a race but they shouldn't be giving a team an advantage. However, if they are going to enlist the help of a team it be aswell be whichever team is leading and will get good results with their product.

Pirelli have their own test team, using older F1 cars; so they can get a good idea of how the tyre will work; while getting feedback from all teams, that's the only fair way of working!

It is the only fair way of working. Bridgestone didn't have such a luxury back in the early 00's though.
I am sure there is some HRT's hanging around that they could buy to use at tests.
