^^ I agree... get the engine on a dyno along with the ECU in use and see what id does. Easy to set a limit and easy to fine them if they for example exceed that limit in scrutineering by say +/- 1%. Or something like that. It's hard to have exacts because engines will generate varying degrees of power in various conditions and stages in their life.

So you'd have to weigh a baseline versus real world scrutineering checks.

The outright simplest thing is to just have a fuel limit.

Without the engine freeze Merc and Ferrari would probably be up another 100bhp and Renault would still be on the back foot. However we would have more engine pops

Not necessarily - there is a large consensus Renault had the most powerful V10 by the end, so no reason they couldn't have outdeveloped Ferrari and Merc on the V8's...

Renault engines used to be LESS powerful, but have been allowed to catch up.

It does beg the question; what's the point of the engine freeze? if they wanted all the engines to have the same power, why not just have a spec engine and be done with it!

Cost, not power matching. It is just that the manufacturers have managed to implement engine upgrades during the freeze that have been classed as 'reliability improvements' (permitted) that just so predictably also improve performance. Renault seem to have used this loophole most effectively.
