I'll try and be careful here, my appologies if I accidently get it wrong. I have to admit that in Britain (and countries colonised by the British) there is far more order and respect for the law than in some other countries. Ie Spain and Italy which are culturaly very similar. In Britain if you misbehave or act like those fans did in Spain anywhere you are dealt with no questions asked. Ie at the football even swearing is banned in Britain (So i have been told anyway). In Italy on the otherhand (and Spain is probably no different) a black man or someone that is of a different race, if they are abused and taumented weather at the football or in the street, no one gives a s***. Sad but true. Even if you change the rules/laws in Spain/Italy regarding punishment for these offenses, do you think anyone really cares? Well I can tell you there may be a few people who might inforce the law but half the time people turn a blind eye. Take a look at Italian football. A policeman gets killed in Sicily, the championship is stopped and then when it resumes no one cares. It's a fact because not long after that incident a tifoso of one of the football clubs is killed by a policeman. In Britain you get caught and you're in trouble. If you cause violence then you get taken in and perhaps even get a beating and a lesson taught by the authorities. That is how it should be.
