Doesn't Bernie loses out on the money if there is no race? Is it worth the risk to have a race in such an unstable country, that you will probably have to cancel because you can't guarantee the safety of the F1 personnel? Wouldn't he get a better deal elsewhere?
I don't really understand how do these deals work, but I'd imagine that if there is no race, then nobody gets any money...
