Just to make sure are we talking the same type of chips? What you guys call chips like in fish and chips, we call fries. Our chips I believe are called crisps over there?
Anyway, it may have been an instant of co-invention given there wasn't such great communication available. But 1853 beats 1860

Theres nothing like a big fat salty vingeray ketchupy english chip coulpled with a tasty cod and a savaloy sausage. Nothing. Except Kebabs, they are pretty nect (local "black" slang i picked up today, had to get it in a post somewhere)
