Mainly because the oil companies have spent the best part of the last 15 years or more deliberately holding the process up and because until HFC is widespread the car manufacturers still depend on the goodwill of the oil companies even the manufacturers who are fully behind HFC (Such as, HONDA Motor Company & certain parts of GM) can't easily force the issue.

Hydrogen technology is not in its infancy so to speak, there are cars on the market and there are hydrogen stations in California already.
The thing about F1 is, the quest for winning pushes technology to its limits and at a greater pace than your road car makers vying to out pace each other in terms of sales.
