What sort of changes would make F1 more competitive??

how about every1 gets the ferrari plans to there car (without the hefty fine) and can make there cars more reliable and fast.

A Senna - The formula 1 legend (never will there be a racer like him)
J Button - 0 World championships (just give him a fast car)
