does it make any difference if you decide your fuel load after qualifying or just before the race???

No, because they're the same thing.

I think you might be missing the point here. Under the current system, we don't get to see who the outright fastest driver is in qualifying, rather who has the lightest car. By disposing of the whole fuel credit idea altogether, we would be able to see who is actually the fastest driver on a particular weekend, which is what the majority of people would like to see.
