He may not have known the rule but that doesn't really make it unfair because he failed to read the rule book.
I would think he did know the rule though and as he said he was caught sleeping and did his usual stupid move of holding up the pack to try to get a slight advantage.
Look back at the previous races and see how many times he has tried to slow up the rest of the cars the exact same way, he did the same again and didn't realize he was breaking a rule which again is his fault no one elses.
The rules are there for a reason if drivers don't want to know about them than they cant complain when they break them.
I know it's been said but I want to go on record saying vettel's penalty was unfair. No driver would know that rule, and he was not the lead driver, he didn't even know the SC situation.
