General safety
With immediate effect, any car being driven unnecessarily slowly, erratically, or which is deemed potentially dangerous to other drivers, will be reported to the stewards. This will apply whether any such car is being driven on the track, the pit entry or the pit lane.
I read this as Schumacher in Montreal, anyway shouldn't this sort of rule have already been in place?
I thought it was. i thought you could be black flagged if you were causing a danger in the race.
Unlike the getting back to the pits without enough fuel at the end of a race, which was never a rule, only a five year old memo.

Black and white flags are used for dangerous driving most of the time. Although you barely ever see em, Malaysia was the only race it's been used in ages as far as i can remember! Black flags are really rare now i think, from memory the only times they've been used in recent years are when cars have left the pits when the red light has been on, ie when a safety car train is passing by.
As for the fuel in qualifying, they had to sort it out cause they set a weird and, really, stupid precedent for everyone in letting Hamilton off last time out. Wait, bending the rules, 'getting away with it', then the rule in question immediately being changed? It's happened oh so many times.
I thought they could black flag cars if they were dangerous? No??
Back to the fuel. There was no rule about getting back to the pits with fuel, thats why they couldnt punish Hamilton, he'd not broken any rule. the only thing saying you cant do it was a memo, not a rule. So he didnt bend, break or get away with anything.
The rule is obviously coming in next year to rectify this.
Well thats my understanding of it anyway, i could be wrong.
