Having spent some time thinking about it today, I have to say no. Having the slower cars is rarely, if ever, going to cause such a problem that they would need to be prevented from racing. There is a need for the slowest teams to improve to the point where they are on a decent pace, however by preventing them from running at any part of the weekend you remove an opportunity to rack up 100-150 laps, where they can gather additional data, see how the car behaves in a racing situation as well as qualifying, whether or not updates are working as planned etc.

A team off-the-pace needs more time and running to improve, not less. If testing wasn't banned, then that would be less of a problem, but in a test-restricted sport, every on-track minute is essential for these new teams.

I actually think there should be three in-season tests (could be cut to two, I guess). One in-between the early fly-away races and the European season, then one in the middle of the European season, then one before the sport heads back out to Asia and Brazil. Honestly, the benefits outweigh the disadvantages (extra costs) and to make things better in terms of money, the tests should be conducted at the track that the previous or following grand prix took/takes place, if possible.

I think the new teams should be allowed in season testing, I can't see the bigger teams kicking a fuss about it.

agreed. Todt needs to rethink this. Lotus, HRT, and VR definitely needed to be on track as much as they could. Kovy let the race leaders go with professionalism and without incident. One person mentioned that the sponsors get short changed by the 107, which hurt the sport over all as sponsorship would dry up. This was the first time I was interested in the small guys since Spyker! These small teams have their own race and competition with each other which I find refreshing..
