I know Williams and McLaren have made similar noises, but neither of them have Newey...

Well, actually Williams & McLaren are revolutionary rather than evolutionary.. they're completely brand new designs

If you want to be anal about it, yeah, they're supposedly 'revolutionary' rather than evolutionary, but they had to be really...

I am sure to someone in the know it is revolutionary, but to average joe public, it is evolutionary, the only cars they would class as revolutionary would be 6 wheelers etc.

how big a step does evolution become revolutionary?

i thought the red bull last year was the best car that actually stayed within the rules, but that is an old argument. the nose of last years was brilliant and i can't wait to see what they come up with this year.

I assume you're referring to double-diffusers, despite those being legal. But it's worth noting that the Red Bull would have likely been bested by the McLaren towards the end were it not for the Red Bull double-diffuser - which was added as apart of the package which made the Red Bull legitimately the fastest car.
