I don't speak a lot of Italian but I do take Latin. Since many languages have words that come from Latin, I'm going to take a wild guess and we'll see if it makes sense.
maneo would mean something like "I remain" if it stems from Latin.
I think 'e' means and and 'cuoco' means cook.
Pasticcione I'm not sure about.
Regnano is similar to the word reges which means king, and I believe regnano comes from the verb regnare, which basically means reign/kingship I believe. However Regnano is also a place in Italy, so I'm not sure which one the person who came up with this was referring to.
So basically we have: I remain and cook [?] my kingship, or I remain and cook my [?] Regnano, Italy.
Oh well, at least I tried.
