Ralf already apparently turned a possible F1 drive (most likely Toro Rosso) down but would like to come back to F1 with a team that has future potential.

Yeah, Franz Tost himself also said that the rumours of Ralf at Toro Rosso were nonsense.

His Trilux backing make him a possibility for the new teams seeking extra funding.

That could also make him an attractive prospect for Renault. Or do they have a title sponsor now?

I don't think they have a title sponsor yet, their new TW Steel sponsorship was a major signing but not a title one afaik.
