If I remember rightly what I read a while back, it was because back then the number one was assigned to the word champion driver, rather than champion team. Since Mansell left the sport after 1992 and Williams were the champion team, Hill was assigned zero for 1993. Then Prost leaving after 1993 with Williams being the champion team again meant that Hill was given the same number again.

Since Mansell left the sport after 1992 and Williams were the champion team, Hill was assigned zero for 1993. Williams (after Mansell had left) was assigned the numbers 0 and 2 and Hill picked 0 as the rookie. Jody Scheckter also drove a 0 car in 1973.
As far as I know, the number one still goes to the world champion driver not the team.
