If I remember rightly what I read a while back, it was because back then the number one was assigned to the word champion driver, rather than champion team. Since Mansell left the sport after 1992 and Williams were the champion team, Hill was assigned zero for 1993. Then Prost leaving after 1993 with Williams being the champion team again meant that Hill was given the same number again.

Funny story actually. I recently went to a slot car festival at Brooklands raceway.

I bought this car which to me looks like the 1993 Williams. BUT it has the number 1 on the front of the car which was ofcourse saved for the current world champion, who at the time was Nigel Mansell. But ofcourse he didn't race that year so the number 1 car wasn't used. So this is a car that was never raced!

As far as I know, the number one still goes to the world champion driver not the team.

Correct - otherwise why would McLaren have numbers 1 and 2.
