They (almost) always do - there haven't been too many drivers with the number 13, some but not many.

some like the number 13 because everyone else doesnt want it!

i dont see the big hoo har about it, if people actually researched the beginings of the badluck associated with the number 13 you would have nothing to fear unless youre a Knights Templar that is ;)

They used to skip 14 back in the 80's up until 1991 when numbers 15 and 16 were taken up by the Renaults and then March/Leyton House. Then when Osella became Fondmetal and they invoked a 2 car team for 1992, they took numbers 14 and 15 and March were given 16 and 17, and now 18 was skipped.

Nope, numbers are assigned to the teams and it's up to them to give them to the individual drivers (usually, but not always, the 'number one' driver has the lower number). The numbers are assigned according to a team's championship standing in the previous year with the exception of the number one (and number two), which will be given to the world champion no matter the ranking of his team.
