Yes they are. I'll try to explane it but don't know if i can because of my bad english. Team orders are banned but just during the race. It has been taken this decision after the GP in Austria on 2002 to avoid that a driver (the second of a team) lets deliberately overtake his team mate, after the episode Barrichello-Schumacher. During qualifing, is clear that a team can take decisions about strategies, fuelling, time to take the track again...
