I would actually impose caps on costs - each team could only spend a certain amount developing each component (including engines) - that would incentivise clever and efficient development rather than just throwing money at things. And encourage new entrants.
Scrap all the technical rules apart from the basics - safety requirements, number of wheels etc.
KERS - allow unrestricted KERS, but keep it under review, cos if one team built a kers that was far and away better than the rest, then it would be boring.
I would build into every venue's contract that they get a significant automatic discount on their fee in direct proportion to the number of overtakes on the track the previous year. That would help the good, classic tracks and penalise the new, dull ones (cough, Valencia...)
Erm, one thing I keep wondering about is whether at the end of the year the designs to all the components get shared, so they all start from a level playing field at the beginning of every season - i.e. they all have the best components from the year before and have to start working from that point... Don't think the teams that make road cars would be very impressed, though... Perhaps a patent system for road cars to maintain the original intellectual property over the design.
