In the rules it says that spending will be reduced to that of the early '90's by two years. But what were the teams spending in the early '90's?
Help would be much appreciated,

According to Frank Williams, when Damon Hill won the WDC in '96 they were spending around £40m per season. I have no idea what the other teams were spending!!!

It isn't a rule that 1990's levels will be spent, it is just a target "to take it back to 1990's spending"
