Assuming the budget cap comes in, how will teams subvert it?

First, some of the R&D of the teams may move to university departments. This research may be then funded by a variety of sources including the team and their sponsors. Sponsor money may arrive by a roundabout method, and be hard to exactly quantify or trace. For the FIA to try and include this roundabout funding in the budget cap would require that the FIA intrudes on the university department's funding in a way that simply wouldn't work/be acceptable. Neither would the FIA really (I believe) get away with banning teams working with universities.

Second, where teams take in much more income than their £30 million cap, then presumably that's profit. And presumably that's going to be paid out to the owners. So a driver or senior technical person could be offered part of their payment in shares. These shares would then generate an income for the future, or could be sold. The value of the shares could be counted in the cap, but if the company (team) is more or less privately owned, then the value of the shares would be open for manipulation, so that the book value does not match the true value.
