With the 2 race rule for engines and 4 race rule for trans, Can teams after the race rebuild there engine and trans? like Changing rings, bearing, clutch pads, whats the limit they can do to the car if any?

The 4-race gearbox's wont be sealed by the FIA because team's will be allowed to change dog ring's so long as they can prove they've been damaged, and it will be possible to change gear ratio's.

As far as the engine's are concerned I believe they are permitted to rebuild after the 2 race rule, here a statement that may help:
"competitors will now be able to make their first engine change during the season without a grid penalty being imposed. However, this change may only be made in the event of a genuine failure".

Other than that I dont know anything else.

My pleasure bro sorry I could not be more help with more engine detail's. Concerning the clutch and since it's not an 'internal' piece of the engine/tranny I think it maybe a non-issue 'change as you wish' item.

19 d) At the second, third and fourth Events seals may be broken once, under supervision and at any time prior to the start of the qualifying practice session, for the sole purpose of changing gear ratios and dog rings (excluding final drives or reduction gears). Gear ratios and dog rings (excluding final drives or reduction gears) may also be changed under supervision for others of identical specification at any time during an Event provided the FIA technical delegate is satisfied there is evident physical damage to the parts in question and that such changes are not being carried out on a systematic basis.
