The Briton said he was emboldened to seriously explore the budget cap issue after the FIA's forensic investigation of McLaren last year as part of the espionage scandal.

"The experience with McLaren taught us that if you can deploy the resources and you have sufficient expertise, you can find almost anything and the chances of someone doing work we could not find traces of is very small," he said.

I think he was sayiong that you could not do any work without someone finding out including diverting information from non F1 projects. IE No 2.4l V8 supercar from anyone that could be used as a Mule for F1 technology. However I do not see how the cap could work. What if for example Honda Motor Company Road Division R+D find a very good and efficient KERS system working, then why shouldn't they share it with Honda F1?

Exactly - I find it somewhat cocky to claim that nothing would escape the FIA. There will be cheating galore. And who can cheat best? The big teams with connection to a big car manufacturer - the privateers are once again second class citizens.
