I went to the Monaco grand prix about 5 years ago, and on the Thursday before the race you could walk around the track and view the pit lanes being constructed. Is this still the case?

I believe that's the case, in fact, I believe you can still drive on the circuit after all the days events have finished.

is monaco free to walk around during the race with it being a street race?

the circuit is closed during sessions, obviously, but within minutes of the last session of the day finishing, it is open to road cars and pedestrians. you can walk - or drive the complete circuit
