Mercedes has been allowed to keep its oil burn system set to its current maximum limits. This will be of huge benefit to Mercedes to be able to keep its special qualli modes for Q3 and also high power race modes for the rest of the season. With the races being won on Saturdays this puts Mercedes in the drivers seat for the championships. Their competitors if they can even burn oil for extra performance at all will be regulated to two thirds of Mercedes limit. Stuttgart owns the FIA it would seem.
This also means that Toto's post race comments in Spa were a lie. Toto stated that his teams engines would be the same as his customer engines and the new rules would apply to Mercedes as well. According to this article the FIA gave Merc this allowance in July so Toto knew a month ago that this was not true.

With a new oil burn limit of 0.9 litres per 100km coming into force at the Italian Grand Prix, Mercedes pre-empted that cut-off point by bringing its fourth and final power unit into play in Belgium last weekend.
According to an FIA technical directive issued by the FIA in July, engines introduced before Monza would be allowed to run at an oil burn level of 1.2 litres per 100km."
