Mercedes and Red Bull continue to subvert the minimum tire pressure rules and are now thought to be joined by Force India and Torro Rosso. To maintain safety Pirelli have been continuously increasing the min tire pressures putting the other teams under more difficulty with their tire performance operating windows.

If Mercedes are gaining 'a few tenths' then Vettel should have been on pole today in Canada. Also it was obvious that the Ferraris needed 2 to 3 laps on the higher pressures to get heat into their tires, clearly a big disadvantage to the teams following the rules.

Some teams are short for a qualifying round to reduce able the air pressures of the tires falls below the predetermined Pirelli Start pressure and keep it later in the long term at the minimum value. Normally, the tire pressure should however rise by 1.5 PSI over the start value by the heating while driving. Without the cooling phase in between."
"In principle, the teams, the brakes and thus the wheel preheat so strong that when attaching the wheel increases the tire pressure on the heat transfer through the rim. And that is the moment in which the FIA Commissioner measures air pressure."
Mercedes though may have tricked themselves in Monaco with their 'fins' cooling Rosberg's tire too much and ruining his race. Canada is set for a cold race day so will Mercedes catch themselves out again?

New rules may be implemented by Austria changing the tire testing procedure to avoid Mercedes et al from running dangerous tire pressures.
" to prevent the artificial heating of the tire when mounted one way. One could already measure the initial pressure when the tire is not yet mounted. Who then puts it on a preheated wheel, harms himself, because he the pressure can not be corrected afterwards. This regulation could already come into force at the next race in Austria."
