I would of thought that the emissions are minimal if it uses a squirt of lighter fluid in 18 months or so

Yeah, a Zippo lighter used on a typical interval probably burns more fluid in a year than that engine.
I wish the article had more information. It's just a tease.

I have done a bit of google-ing and there does not seem to be much info around on it. one forum seems to think that it would use 1.5L every 6 months of fuel if it was running on idle. It would also produce about .5W of energy. However that was someone taking a guess.
