Williams has lost a third of its value in the seven weeks since they floated the company.

"Williams has had the worst start to its F1 campaign in its 33-year history and it still has no points after three races. It lies tenth in the standings and the best result scored by its drivers so far this year has been Barrichello's 13th place in the Chinese Grand Prix. Its shares fell 3.4% when they opened for trading the day after the race and over the past month they have lost 13.9% of their value. The shares closed at £15.61 (€17.69) before the Easter break, down from their offer price of £21.36 (€24.21)."

Anyone that bought shares in Williams did so more as a fan than as of an investment as the potential for profit isn't great, and it's not like they're banking on company growth or market share gains. Williams made their money on the shares sold, that was cash in pocket, or a cash influx into the team that they were looking for.

I don't think so. The bulk of the shares floated came from Patrick Head and the money went straight into his pocket. I'm not saying that this is a bad thing - Patrick's brought a lot to F1 in his time - but I don't believe that the team benefited much.
