Actually, you're right, and on more than one level.
The way the rules are written is one thing, but then again there is the "interpretations" that seem to come into play.
Over the past two decades, the standards of equipment safety, teams and driver skills have dramatically improved. We expect drivers to undergo rigorous medical and licensing tests etc. The drivers work in simulators to hone and improve their reaction skills - to fractions of seconds. But what tests and training do the officials go through? Perhaps there needs to be some heavy focus on providing training and tests for those who are supposed to officiate so we can get good, speedy and consistent rulings that, as you mentioned, follow the intent of the rules.

It's sad that a bunch of non-professional (but admittedly keen) f1 fans can sit around pointing out flaws in the rule book. We're not the hardcore nerds picking on minor details, these are things that actually matter and effect championship results, I know its complex but surely they must employ people with f1 knowledge to go through the proposed rules and think, "what if this happens?".
