There are much easier ways of reducing braking efficiency. Smaller brake pads being the easiest. Small rotors too. It's all about how much surface area is used for braking...reduce that and braking is reduced. There is no way that will ever happen though, because it is a cheap fix and cheap fixes are banned by the FIA.
The OWG have got plenty of more work to do.
Yup, although i'm damned sure that the problem now is the brakes - they're too powerful, and drivers are braking so close to the corner now that outbraking an opponent is immensely tough. Ditching carbon fibre brakes would be a step in the wrong direction though, so maybe if the cooling ducts had to be bigger so the brakes (in theory) ran at a cooler temperature they'd be less effective....Anyway, they have definitely allowed the cars to follow each other more closely through the corners, which is essentially what they were told to achieve.
