The money would not directly be handed over, thats not how it works, but helping fund a country to prepare to host a GP? Putting money into said country's race training programmes? etc etc. And where does the FIA get money from to fund such programmes? from huge fines inflicted on McLaren, and anyone else who breaks the rules........Oh no, just McLaren

I doubt highly he needed to use FIA funds to buy votes. He has plenty of money for that as it is, but most of this votes were not won by buying, just through intimidation and bone-idleness on the part of the members.

Right, but I doubt he needed to dip into FIA funds for that. He (nfortunately) didn't have to buy most of the Yes votes, so it won't have cost enough for him to resort to such easily discoverable misappropriation.
