I always imagined the main issue would be noise. F1 engines are LOUD! Aren't people trying to sleep because they have work tomorrow at 7am.
Singapore put a lot of planning into this anyway. They hardly did it expecting it to have a negative effect. They wouldn't have the race unless it seriously benefitted Singapore.
As for creating a permanent track. That doesn't work either. It's used once a year, and when that happens it has similar result as Turkey. A permanent track is never a good thing unless it's used regularly.
