The trouble is that terrorists are cowards. They activate the bomb and then mingle into the crowd so they can not be judged for their actions

Yes, I did hammer, but sadly it goes in the dog bites man pile of journalistic stories. The media is always looking for the man bites dog stories since they generate the most interest.

But thats assuming, that the someone in question has a cause to promote - and isnt just a nut-job, intent on killing, for killings sake....

It's odd that no one has claimed this or been accused of it yet.

No one claimed the bombing in the Atlanta Olympics in 96. Only reason for not claiming something is fear that it would help lead to an arrest. It will take a bit to get the forensics to figure out the makeup of the explosives and work from there. You know that at this moment they're scrutinizing every video from every camera that was there and every building in the vicinity.
