Well thats a funny case, because they lost theirs but were then applying for a completely new type of citizenship. Eg Instead of Soviet, many Russians in Estonia found it increasingly hard to be granted citizenship and given an Estonian passport.

... because they were moved in there in an attempt to sovietunionize those small Baltic states. They don't belong, they aren't liked and are seen as the (former) oppressors. Go apply for a Russian passport/citizenship - duh!
