And, please don't give me this crap about press releases and public statements... you aren't really that naive are you? When you are involved in a multi-million dollar industry, you say whatever it is you think people want to hear. It's the same reason you shouldn't trust government... when money or power are at stake, all bets are off.
Oh, and csrracer, if you look at the on-board, there is no way Massa saw Bourdais... he didn't turn in on him, he was on track, he had the line. Of course our bias will cause us all to see what we want to see, right?

According to the prerace driver's briefing the driver exiting the pits has rite of way to the inside of the turn, I can't say wether or not he did see him but he should have, in the footage from the camera mounted to Massa's left. Bourdais's car comes into frame from the left Massa should have seen him at that point and should have known he was there. Furthermore if Massa's excuse is he couldn't see Bourdais then Bourdais couldn't have seen him. This was just a racing incident and in no way should have been penalized, and I have yet to hear any close minded Ferrari Fanatic's explanation for why they waited until the end of the race to make the decision. By the way I'm not the one being biased, I just want to see the rules being enforced evenly for all the teams.
After Spa didn't they also claim that Hamilton received a 25 second penalty because it was in the last 5 laps of the race and therefore too late to be given a drive through. This is one of their written rules, yet the bullpoo call on Bourdais had 15 laps left in the race, yet the stewards waited to see where Massa finished the race before making the judgement. Clearly this penalty should have been ruled a 10 spot penalty for next race since the race was already over, and a drive through was not available. What could they possibly do next in Ferrari's favor to be more obvious ? Shame on FIA for trying their hardest to ruin F1.
FIA 2008 Formula 1 Sporting Regulations wrote:
16) INCIDENTS
16.1 "Incident" means any occurrence or series of occurrences involving one or more drivers, or any action by
any driver, which is reported to the stewards by the race director (or noted by the stewards and referred to
the race director for investigation) which :- necessitated the suspension of a race under Article 41 ;
- constituted a breach of these Sporting Regulations or the Code ;
- caused a false start by one or more cars ;
- caused a collision ;
- forced a driver off the track ;
- illegitimately prevented a legitimate overtaking manoeuvre by a driver ;
- illegitimately impeded another driver during overtaking.
Unless it was completely clear that a driver was in breach of any of the above, any incidents involving more than one car will normally be investigated after the race.
My guess is they needed more time for analysis, possibly question the drivers involved.
As far as the press releases and point of view - actions speak louder than words.
