Ferrari have colluded with Shell who were employed to lay the surface at Singapore in order to gain an advantage. They have had Shell lay exactly the same type of surface at their test track, therefore gaining an unfair sporting advantage. No one else has been privy to this information prior to the event, so the red team yet again fix things in their favour.
See the penalties against them fail to appear.

It was one of the most annoying Ferrari-related things that has happened, although Schumacher's 'win' at Silverstone '98 is probably the worst of the bunch.
