If they get kicked out in pre qualifying then they are not going to fill the grid. No point in allowing more teams than you can allow to race. Pre qualifying is a nonsense anyway as the teams to lose out on prequalifying get no TV coverage, therefore cannot get sponsors, no sponsors = no money. No money = no team. Thats why they all disappeared. If pre qualifying hadn't begun Lotus would still be on the grid. Despite being uncompetitive in the latter years, the Lotus name was a tragedy to be lost from F1. The British GP with no Lotus was like the Italian GP ith no Ferrari.

Pre-qualifying was brought in when there were 20 teams in f1, and 26 usually started with another 4 taking part in normal qualifying. Plus from what I can recall, I don't think Lotus ever did pre-qualifying, it was usually the likes of Osella, Life, Andrea Moda, Coloni, Eurobrun et al.
