The thing is, if Max decides to pick on McLaren, he'll do that big way - but he will not get too many people involved, not because he is nice person but because more people get involved, more chance some of them will double-play and expose Max to the public. How would it look if one of stewards came after the race and said something like "We decided Lewis did nothing wrong but then we received call from Max ordering us to punish him"? Not good for Max and specially not good in this moment of his already shaken position.
If he thinks McLaren is, say, involved in his umpalumpa-scandal, he will retaliate - but not so quick, not so obvious and not so minor. He'll rebuild his position first, then come up with another spy scandal or something, and he'll do that long enough down the track that no one can say that is because of...
