He always said he plans to retire early. After he wins a Title with Ferrari, he'd have probably ticked off everything he wanted to accomplish. And he is delaying signing a new contract.

I also have a suspicion that one of the Red Bull Drivers already has made a deal with Ferrari. This would explain why Toro Rosso are holding onto Kvyat.

Vettel did always say he wants to retire from F1 early, he could well do the same as Rosberg and walk away as World Champion.
