can we introduce a moratorium on the use of the whip smiley? Maybe some guidelines on its use - like 'use the whip smiley when some metaphoric whipping has taken place', not just because a response - meaningfull or not, has been made

They've got a plan and a laundry list of engine upgrades for next year. They've been crying foul for an entire season that they're unable to compete because they can't implement these performance upgrades. I expect to see them competing for podiums every race next year. Even with Alonso - it will take more than a year. Can't they only use up to 48 points in engine changes for next year?
